Hertzberg, who arrived in the United States from Poland in 1926, was a Conservative rabbi and scholar. He was the president of the American Jewish Congress in the 1970s and vice president of the World Jewish Congress from 1975 to 1991. He opposed Jewish settlements in the West Bank and Gaza and supported Palestinian statehood. His 1970 book, “The Zionist Idea,” was seminal in Zionism scholarship.
