At the Fifth Zionist Congress in Switzerland, delegates establish the Jewish National Fund to assist Jews in buying land and settling in Land of Israel. The JNF will play a minor rule in Jewish land purchase, but major role in Jewish settlement until the end of the 1930s. After that, it becomes the dominant force in strategic Jewish land acquisition and Jewish settlement.
