Secretary of State Rogers offers a ten point plan for Egypt and Israel as well as Jordan and Israel to negotiate with U.N. mediator Jarring. It calls for the application of U.N. Resolution 242 and “fair settlement of the refugee problem.” Israel would have been required to withdraw from Egyptian territory. Both the Soviet Union and Israel reject the Rogers Plan. (source)
