Convened in Jerusalem, the Congress accepts additional international Jewish bodies, specifically the World Federation of Sephardi Communities. In the past, the congress resolves to help Soviet Jews improve their status in the Soviet Union; however, the Congress discusses the possibility of opening immigration to potential Soviet Olim (immigrants).
