Ruskay was the executive vice president and CEO of UJA-Federation of New York from 1999 to 2014, giving him influence over millions of dollars a year allocated within Israel. He remains a consultant to nonprofits working in Israel and a writer about issues in the Jewish community, such as the difference between Israel advocacy and Israel education. In the 1970s he co-founded an American Jewish peace movement called Breira.
