Lebanon debates the issue of parliamentary elections before or after scheduled Syrian withdrawal in September 1992. Jordan continues to suffer from an influx of Palestinians and Jordanians who are returning from Arabian Peninsula countries as a result of the Gulf War. Jordanian-Saudi relations, which were soured by the Gulf War, remain estranged. Despite Arab disunity, the PLO and Israel secretly seek each other out; they commence talks first in London and then in European capitals, primarily using Norway as a pathway to direct talks. The secret talks lead to the Oslo Accords being signed in September 1993.
