The resolution calls for Jerusalem to be the capital of both states with “a secure state of Israel and an independent, democratic, contiguous and viable Palestinian state living side by side in peace and security on the basis of the right of self-determination and full respect of international law. ” Two weeks earlier, 70% of the French National Assembly votes to recognize Palestine as a state, following similar endorsements by some other European states (Britain, Ireland, Spain and Sweden), but not in Germany, one of Israel’s strongest supporters in Europe.
