Accumulated personal, economic, and political frustrations lead the Palestinians to engage in civil disruptions in the West Bank and Gaza. These last through 1990. Both the PLO and Israel are caught by surprise. The prolonged uprising, or intifada, causes U.S. Secretary of State George Shultz to launch a negotiating initiative aimed at providing a measure of self-government for the Palestinians. The long-term result of the intifada is a distancing of the Israeli general public from association with the West Bank particularly.
