The establishment of the Commission is initiated by David Ben-Gurion. Its first chairman is Professor Ernst David Bergman. Its purpose is to advise the Government on nuclear policies and development. It operates two research centers – The Soreq Nuclear Research Center (1960) and the Nuclear Research Center in the Negev (1959). Before the commission is established, Ben-Gurion secretly seeks ways for Israel to acquire nuclear capabilities.
