Jordanian and Israeli leaders conduct dozens of secret meetings on and off going back to the 1960s; Hussein’s relationships with Syria and Egypt are poor, and with war coming, he does not want to open a military front with Israel thereby jeopardizing the east bank of his kingdom, with the West Bank already in Israel’s hands from the June 1967 war.
