After a contentious relationship with the Carter administration, Israel is eager to improve relations with its most important supporter. With the Reagan administration consumed by the Cold War, Israel for its own strategic reasons seeks and obtains a common commitment to thwart Soviet threats to the Middle East. The MOU outlines a plan for joint military exercises, pre-positioning of American supplies in Israel, increased military support for Israel, and establishment of a future free trade agreement.
