Palestinians conduct fair and free elections for President and Legislative Council. Israel withdraws from major Arab urban centers in the West Bank, except for all of Hebron. Arafat remains in control of the Palestinian Authority. He refuses to turn over any real authority and power to the elected legislative council; his authoritarian rule over Palestinian politics remains absolute until his death in November 2004.
