After an unscheduled meeting with Egyptian President Sadat in Cairo, and having seen Israeli Prime Minister Begin two weeks earlier in Washington, President Carter promises an active US role in the coming Political-Military Committee Talks in Cairo and Jerusalem. To Israel’s dismay, he likewise offers a four-point formula for resolving the conflict. This is one of the many times when the Carter administration, in public and in private, seeks to impose its desired political outcome upon Egyptian-Israeli negotiations. (Source)
