The memorandum reiterates moving forward with prior agreements signed between Israel and the PLO from 1993 forward. In addition to promising to implement previous agreements, both sides agree to move talks toward final status negotiations, the release of Palestinian prisoners, safe passage for Palestinians between Gaza and the West Bank, and construction of a sea port in Gaza.
