Convened in Jerusalem, the congress elects Simcha Dinitiz, a former Israeli ambassador to the US, as Chairman. Once again the congress debates how funds raised in the diaspora can and should be spent in Israel or in other Zionist enterprises, such as encouraging immigration from other places in the world, namely the Soviet Union.
