Many changes have occured in Israel since the last congress. The October 1973 War, Sadat’s subsequent visit to Jerusalem, UN Resolution 3379, which equated Zionism with racism and the transition from a Labor-led government to a Likud government, to name a few. Despite all of these major events, the Congress, meeting in Jerusalem, proceeds as normal, concentrating on discussions of religious pluralism within the WZO, most specifically the granting of equal religious status to Reform and Conservative groups.
