Convened in Jerusalem a year after the June 1967 War, in an effort to engage a younger generation in Zionist affairs, the Congress includes youth delegations and student groups. Due to a significant number of immigrants coming to Israel from western countries following the war, the Congress supports the government’s decision to establish a Ministry for immigrant absorption. Ehud Avriel is elected as Chairman with Areyh Louis Pincus being elected as Head of the Executive.
