Convened in Jerusalem, discussion continues on the role of diaspora Jewry vis a vis Israel. Nahum Goldman, the WZO President, speaks about the Jewish Diaspora being in a state of spiritual decay, resulting mainly from assimilation. The Congress passes a resolution that calls on governments to stop arms supplies to Arab countries. They also call upon the Soviet Union to better the condition of Jews in the USSR. Twenty years later, the stream of Jews from the USSR begins to reach peak proportions but not until after a concerted world-wide effort succeeds in opening immigration doors from the Soviet Union.
