This was the first UNSC resolution where the US, by abstaining, deplored Israel’s settlement expansion. Seeking to engage the PLO in accepting Israel and placating Saudi Arabia on the issue of Israel’s control over Jerusalem, the resolution’s contents further soured the Carter-Begin relationship. The Carter and Obama administrations in 1980 (UNSC460) and 2016 (UNSC 2334) would respectively reinforce the content of UNSC 452. Source
